Living in Cibolo, TX: ZIP Codes, City Limits, Schools, and Taxes
Cibolo is easier than its neighbors in one way and harder in another. One county on the tax bill, one school district, one published rate. But the ZIP everyone calls Cibolo is not the City of Cibolo, and the gap between the two is large enough to change who bills a house.

The short version. ZIP 78108 is the Cibolo delivery area, and 62.60% of its land is inside the City of Cibolo. The rest is Schertz, Santa Clara, or no city at all. Cibolo's own land also reaches into three other ZIP areas. The mailing address settles none of it.
Our Schertz guide deals with a city split across three counties, three tax stacks, and five school districts. Cibolo is the opposite problem. The county, the school district, and the published rate are each a single answer, which makes the tax side genuinely simpler than its neighbor's.
The complication moved somewhere else. It sits in the ZIP Code, and a ZIP Code is the one identifier buyers trust most and should trust least. This page works through what 78108 actually contains, what the city's published rate table says, and which office answers each question for a specific address.
78108 is not the City of Cibolo
The Census Bureau publishes a file that measures how much land any two geographies share. Run the 78108 tabulation area through it and it decomposes cleanly into four pieces: three cities and a remainder that is inside no city at all.

Roughly a fifth of the Cibolo ZIP is inside the City of Schertz, and another fifth is in no city at all. A house on that second piece has a Cibolo mailing address, is in unincorporated Guadalupe County, and does not pay the City of Cibolo line on the table further down this page. It also does not receive city services, and city ordinances do not reach it.
That is the single most useful thing on this page. Two houses can share the 78108 ZIP, sit a few minutes apart, and be in different cities or in no city, with different bills and different rules. Nothing printed on the envelope distinguishes them.
The Schertz guide reaches the same wall from the other side: it found that 16.3% of Schertz land sits in a Cibolo ZIP. Both facts come from the same file, and they are the same overlap counted from opposite ends.
Cibolo's land reaches into four ZIP areas
The city covers about 54.16 square kilometers, or 20.91 square miles, of land, and that land is spread across four tabulation areas rather than one.

Read the two right-hand columns as separate questions. The third column says where Cibolo's land is. The fourth says how much of each delivery area the city accounts for.
The 78124 row carries the point. About one seventh of the City of Cibolo sits in a Marion delivery area, while that slice is only 5.19% of 78124. A house there is inside the Cibolo city limits, pays the Cibolo city rate, and has a Marion mailing address. A search filtered to "78108" never returns it.
That cuts both ways, and it is worth saying plainly if you are searching by ZIP. Filtering to 78108 will show you homes in three different cities plus unincorporated county, and will hide homes that are unambiguously in Cibolo. The ZIP filter is a blunt instrument here.
One published tax stack, and a sentence above it that disagrees
The City of Cibolo publishes a single rate table. Unlike Schertz, there is one county, one school district, and one total, which the city prints itself.

One thing on that page needs flagging, because it is the kind of detail that costs someone a phone call. Above the table, the city's own text reads: "Currently, Cibolo assesses $0.4990 per $100 of assessed property value (subject to voter approval of Proposition C on 11/5/2024)." The table immediately below it lists the City of Cibolo at $0.5226 as of October 1, 2025.
Those are two different numbers on one page. The table is the later of the two, carries an explicit October 1, 2025 date, and the city attributes it to the Guadalupe County Tax Assessor-Collector. The sentence above it refers to a November 2024 election. We read the table as current and the sentence as text that was not updated alongside it, and we have used the table's figure throughout this page. If the difference matters to a calculation you are making, confirm the city line with the Guadalupe County Tax Assessor-Collector before relying on it.
Two more cautions on the table generally. It is a rate list, not a bill: exemptions change what is owed, and the total above assumes every listed jurisdiction applies to the parcel. And it is the list for a parcel inside the city limits. The unincorporated fifth of 78108 described above does not carry the City of Cibolo line at all.
The sales tax, for completeness
The city also publishes its sales and use tax breakdown, which is fixed across the city rather than address-specific.

One school district, and it does not stop at the city line
Cibolo sits in Schertz-Cibolo-Universal City ISD, the district that supplies the $1.0769 school line in the table above. The district describes itself as covering "a 73-square mile area that includes Bexar and Guadalupe counties," and lists the cities it serves all or part of: Cibolo, Converse, Santa Clara, Schertz, Selma, St. Hedwig, and Universal City.
Seven cities and two counties in one district is the useful fact. A school district boundary and a city boundary are different lines drawn by different bodies for different reasons, and neither one predicts the other. Being in Cibolo does not by itself tell you which campus a parcel is zoned to, and the district revises attendance boundaries from time to time.
Confirm the campus with the district directly, and confirm it again before an offer if the answer matters to you. We publish district boundaries and the offices that set them. We do not publish school ratings, rankings, or characterizations of any school, district, or the people who live in an area, and we do not use them to steer anyone toward or away from a neighborhood. How to check a specific address
Four questions, and in practice the appraisal district record answers most of them at once, because it names the jurisdictions billing the parcel.

What this page is not

The rates are dated. The city states them as of October 1, 2025, and Texas taxing units adopt new rates in late summer, so this page carries an October 1 review date rather than an annual one.
ZCTAs are not ZIP Codes. A ZIP Code is a set of USPS delivery routes with no official area; a ZCTA is the Census Bureau's area approximation of one, built from census blocks. They line up closely enough to reason with and not closely enough to survey with. Every share on this page is a share of land area, which says nothing about how many homes or people sit in each piece. The unincorporated fifth of 78108 is a fifth of the ground, not a fifth of the houses.
Nothing here is a valuation of any property, and nothing here is a statement about any school, neighborhood, or the people in it.
