Living in Universal City, TX: homes, ZIPs, and commute anchors
Universal City is a Bexar County city northeast of San Antonio, next to JBSA-Randolph. Almost all its land sits in one mail-delivery area, ZIP 78148, which reaches well past the city limits. The city reports new subdivisions and apartments going up alongside its older stock. Daily routes hang on Pat Booker Road, FM 78, I-35, and Loop 1604.
People searching Universal City usually arrive with a mailing address and a rough sense of where the base is, and that is about it. The gap between those two things and an actual purchase decision is filled with questions that different offices answer: which ZIP the mail runs under, whether the house is even inside the city limits, which district the address is zoned to, and how the road network behaves at the hour you would actually be on it.

ZIP 78148 is not the same shape as the city
This is the correction most Universal City searches need, and it costs people money when they miss it. A ZIP Code is a mail-delivery route. A city limit is a jurisdiction. They were drawn by different organizations for different reasons, and around here they do not line up.
The Census Bureau publishes a relationship file that measures exactly how much land two geographies share, using ZIP Code Tabulation Areas as its approximation of USPS ZIP Codes [3]. Run Universal City through it and two things fall out.
Going one way, the city is almost entirely one ZIP: about 97.2 percent of Universal City's land area sits in ZCTA 78148, with roughly 2.8 percent in 78233 and a sliver well under a tenth of a percent in 78154. So if you are looking at the city and asking what ZIP to search, the answer is 78148, with two edges that are not.
Going the other way, the ZIP is much bigger than the city. Only about 56 percent of ZCTA 78148's land area falls inside Universal City. The remainder covers ground outside the city limits, including roughly 92 percent of the land area of the Randolph AFB census designated place, plus edges of Live Oak, Schertz, and Converse. A search filtered to 78148 will return homes that are not in Universal City, will not be taxed by Universal City, and will not be permitted by Universal City's Development Services office.
That distinction decides real things: which city taxes the parcel, whose permit office you call before a fence or a roof, whose drought stage governs your sprinkler, and which set of utility accounts you transfer at closing. The city publishes its own answers for the last two [5] [6]. For the parcel itself, the appraisal record is the document that settles jurisdiction and taxing entities [9]. Read it before you write an offer, not after.
Commute anchors, and what this page will not claim about them
Start with the methodology, because it is the part most local guides skip. We have not run timed drive tests for this page, so you will not find a minutes figure anywhere on it. Anything we published would be one car, on one day, at one hour, and presenting that as your commute would be dressing a single anecdote up as data. What follows is the road network and the construction currently sitting on it, sourced. The timing is yours to test.
Five anchors carry most of the local trip planning:
- JBSA-Randolph. The installation is immediately adjacent, and it is the reason a large share of searches land here at all. Gate choice and gate hours shape the trip more than distance does. If the base is the destination, the compatible use zones matter too, and the city publishes an address lookup for them [7]. - Pat Booker Road. The city's main surface spine, and where the retail is. It carries local trips and through trips at the same time, so it behaves very differently at 8 a.m. than at 2 p.m. The core area guide covers this corridor in detail.
- FM 78. The state-maintained east-west route through the corridor, connecting toward Converse and Schertz. It is the alternative when the Loop or the interstate is not working.
- I-35. The interstate connection northeast toward New Braunfels and southwest toward downtown San Antonio, and currently a work zone. TxDOT describes I-35 NEX Central as about 9.5 miles of non-tolled improvements from I-410 North to FM 3009, adding three elevated lanes in each direction, two mainlanes and one HOV lane. Construction began in June 2022 and TxDOT lists expected completion in late 2027 [11].
- Loop 1604. The northern arc toward the medical center and the north side. TxDOT's Loop 1604 North Expansion is a $1.4 billion program covering 23 miles from SH 16 to I-35, widening a four-lane expressway to ten lanes across six segments. Segments 1 through 4 are under construction. The two nearest this side are segment 5, Redland to Judson Road, at an estimated $169 million with completion estimated in 2028, and segment 6, Judson Road to I-35, at an estimated $182 million with letting anticipated in 2026 and completion estimated in 2029 [12] [13].
Two of those five are active TxDOT construction programs with completion dates in 2027, 2028, and 2029. Any trip you time in 2026 is a construction-period trip, and any trip you timed two years ago is a different road. So drive it yourself, from the driveway rather than a map pin, at the hours you would really travel, on more than one day. That is a free hour of your weekend and it is worth more than any number we could put in this paragraph.
School districts: two of them, assigned by address
Universal City addresses are not all served by one district. Schertz-Cibolo-Universal City ISD names Universal City among the communities it serves, and Judson ISD operates campuses with Universal City addresses [14] [15]. Assignment is set by address, and a district can change it.
The Texas Education Agency publishes a school district locator, and TEA states plainly that it is for informational purposes only, that it was not prepared for legal or engineering purposes, that positions shown are approximations based on data as of the last update, and that users should contact the school district with administrative questions on boundaries [10]. Use it to find the district, then confirm the current assignment with that district in writing for the exact address. A listing remark, a portal widget, and a neighbor's recollection are all downstream of the district and none of them binds it.
This page does not rate, rank, score, or compare any school, campus, or district, and it will not. That is a line we hold on every local page on this site.
What this guide deliberately does not tell you
It does not give you a current price band, a drive time, an appreciation forecast, or a characterization of who lives in any part of the city. The first two are things we would have to invent to publish. The third nobody can honestly promise. The fourth is not ours to write, and steering a buyer toward or away from an area on that basis is exactly what fair housing law exists to prevent. Where a claim could not be tied to a public record with a date on it, it is not on this page.

Almost all of it is 78148. In the Census Bureau's 2020 ZCTA-to-place relationship file, about 97.2 percent of Universal City's land area falls in ZCTA 78148, about 2.8 percent falls in ZCTA 78233, and a fraction of one percent falls in ZCTA 78154. ZCTAs are the Census Bureau's approximation of USPS ZIP Codes, so confirm the mailing ZIP for a specific address with USPS.
Does a Universal City mailing address mean the home is inside the city limits?
