VA Home Search Near JBSA Randolph: BAH Budget and Property Checklist

Treat the BAH that applies to you as one input to a complete household budget. Then compare each home on its full ownership cost, its condition, its insurance and the flood information for its address. VA benefit eligibility, loan approval, appraisal and inspection are four separate questions.

Abstract editorial illustration on a navy background: a checklist card with six rows, five marked with gold checks and one left open, joined by a gold line to a cream house with a gold roof. Two wavy slate lines run beneath the house. It is not a map and shows no real street, building, price or person.
Original Velvet Realty Group illustration. The same checklist applies to every home you consider, and an open item stays open until the answer for that address is in.

The short version. Look up the allowance that matches your own duty station, pay grade and dependency status, and use it as one line in a full household budget. Price each home by what it costs to own, not by its list price alone. Then run the same address-level checks on every home: condition, repairs, insurance and the official flood map. Keep the VA questions apart, because a benefit, a loan approval, an appraisal and an inspection each answer something different.

This guide is for buyers starting a search around JBSA Randolph, including Universal City, Schertz, Cibolo and nearby places. Those names set the scope of the guide. They are not one housing market, and nothing here ranks them by commute or suggests who should live where. The guide contains no allowance amounts, fees, loan examples or local market figures, because those depend on your circumstances, the property and the date.

Velvet Realty Group is a real estate brokerage. We do not determine BAH, VA eligibility, entitlement or loan approval. Those answers come from your finance office or command, from VA and from your lender. The facts below come from official DoD, VA, CFPB, Texas and FEMA sources researched on November 3, 2026.

How do I find the BAH that applies to me?

Use the official lookup with your own details. The Defense Travel Management Office describes the Basic Allowance for Housing (BAH) as housing compensation based on local civilian housing costs, paid when government quarters are not provided. It is not intended to cover every housing cost, and it is not a promise that a particular mortgage is affordable.

The BAH Rate Lookup generally asks for three things: your permanent duty station ZIP code, your pay grade and your dependency status. Select calendar year 2026.

  • Use the duty station ZIP. Enter your permanent duty station ZIP code, not the ZIP of a home you are considering.
  • Use your actual details. Enter your real pay grade and dependency status rather than an assumed rank or category.
  • Ask the right office. Take entitlement questions to your servicing finance office or command.

A lookup result is general guidance, not an individual entitlement determination. Do not treat it as guaranteed permanent income. We did not retrieve any individual rate for this guide. If you want to see how an allowance fits a search in general terms, our guide to how BAH changes a San Antonio home search covers that.

Does a BAH lookup mean I qualify for a VA loan?

No. VA's eligibility page explains that benefit eligibility does not replace credit, income and occupancy requirements, and a BAH lookup approves nothing. A workable order:

  1. Confirm the allowance that applies to you.
  2. Document your actual household income and expenses.
  3. Build the full ownership budget described in the next section.

What belongs in the full ownership budget?

More than the loan payment. The CFPB's guide to figuring out how much you want to spend includes these in the monthly housing cost:

  • Principal and interest.
  • Property taxes.
  • Homeowners insurance and any supplementary insurance.
  • Association fees.

Budget separately for maintenance, repairs, utilities and savings. Taxes and insurance can rise. Escrow collects money toward certain property costs, and without escrow those costs still exist. If your taxes and insurance are paid through escrow, count them once, not twice.

Upfront cash is its own line

Keep closing costs and cash to close apart from the monthly payment. The CFPB's Your home loan toolkit and its Closing Disclosure explainer describe cash to close as the down payment and closing costs, adjusted for any applicable deposits and credits. Use the figures in your own loan documents, not a generic percentage.

Property taxes start with the address

Identify the county, the taxing units and your exemption questions before you estimate a tax bill. The Texas Comptroller explains that exemptions require qualification, with applications generally made to the county appraisal district. A general residence homestead involves ownership and principal-residence requirements. The seller's exemption does not establish yours, and the seller's bill does not set your future one. Our Texas property tax guide explains the terms.

A budget worksheet for each home you consider. It holds your figures, not ours.
LineWhat goes in it
Recurring housing paymentPrincipal, interest, property taxes, homeowners and any supplementary insurance, association fees. Escrowed items counted once.
Utilities and upkeepUtilities, maintenance and routine repairs.
ReservesSavings you keep after closing.
Upfront costsDown payment and closing costs, taken from your own documents.
Unresolved repairsItems found during the search or inspection that are not yet priced or settled.

Not every charge on a generic mortgage checklist applies to a VA loan, and this guide gives no VA-specific insurance or fee figures. Ask your lender which charges apply to you.

Which VA questions should I keep separate?

Four of them, because each has a different answer and a different source. The table summarizes VA's eligibility and home buying process pages.

What each VA question covers, and what it does not.
QuestionWhat it covers
Benefit eligibilityA Certificate of Eligibility (COE) documents eligibility for the home loan benefit. It is not final financing approval.
EntitlementIf you have used the benefit before, a remaining-entitlement or restoration review may be needed. Do not estimate it from an example.
UnderwritingThe applicable credit, income and occupancy requirements still apply.
AppraisalA VA-approved appraiser gives an opinion of value and checks basic property requirements, called minimum property requirements (MPRs).
InspectionVA strongly recommends a home inspection for major defects and says it is different from the appraisal.

A VA appraisal addresses value and basic property requirements. It does not replace your inspection, and it does not guarantee against future repairs. Talk with your agent about which contract contingencies fit the home you are buying. For more on the appraisal side, see our page on VA appraisals and MPRs.

How do I compare homes on condition, insurance and flood risk?

Run the same checks on every address, so one home is not judged on photos while another is judged on an inspection report.

Insurance. The Texas Department of Insurance home insurance guide explains that insurers can consider a home's age, condition, construction and replacement cost in underwriting and pricing. Read the actual policy's limits, exclusions, deductibles and settlement basis. Actual cash value subtracts depreciation, and replacement-cost coverage works differently. Most home policies exclude flood damage and wear and tear. Neither an inspection nor an insurance quote proves that every loss would be covered.

Flood maps. FEMA's Flood Map Service Center provides official flood hazard products. Its address search shows effective maps along with any amendments or revisions that apply, and its products guidance keeps preliminary and pending products separate. Search the actual address and note which status each product has. A map review is not an insurance policy and does not mean a home has no flood risk.

A comparison checklist to fill in for each home:

  • Roof.
  • Foundation.
  • Drainage.
  • Heating and cooling.
  • Plumbing.
  • Electrical systems.
  • Moisture concerns.
  • Repair questions still open, and any written estimates you have.
  • Proposed insurance premium, deductible and roof settlement basis.
  • Effective flood map information for the address.

These are questions for each property, not findings about any of them. This guide does not rank any area by hazard or describe the condition of any home. Our home inspection checklist goes further on the inspection itself.

Where do I confirm assignment and move logistics?

Start with JBSA's own Housing and Relocation Readiness resources. We do not claim that any particular housing option or service is available now. Those are installation programs, separate from any real estate brokerage.

Then check the parts only you can confirm:

  • Your actual reporting location and work schedule.
  • The official access information that applies to you.
  • Routes from each home, driven at the times you would actually travel.
  • Move dates, the possession date in your contract and any temporary housing you may need in between.

This guide gives no gate hours, access rules or drive times. For timing a purchase around orders, see our PCS to JBSA home buying timeline.

What this checklist cannot tell you

It cannot tell you your allowance, your entitlement, your COE or whether a loan will be approved. It cannot tell you any home's condition, repair cost, insurance price, flood determination or tax bill, and it reports no current listings, sales or market conditions. It is a way to ask the same questions about every home and to see which answers are still missing. This guide is general information and is not legal, tax, or financial advice.

Questions buyers ask about BAH and VA home searches

Should I look for homes priced to match my BAH?

No. BAH is one input to your budget. It is not intended to cover every housing cost and does not show that a particular mortgage is affordable.

Which ZIP code do I enter in the BAH lookup?

Your permanent duty station ZIP code, along with your pay grade and dependency status. Do not enter the ZIP code of a home you are considering.

Is a Certificate of Eligibility the same as a loan approval?

No. A COE documents eligibility for the VA home loan benefit. Credit, income and occupancy requirements still apply before a loan is approved.

Does a VA appraisal replace a home inspection?

No. The appraisal gives an opinion of value and checks basic property requirements. VA strongly recommends a separate inspection for major defects.

Will the seller's homestead exemption carry over to me?

No. Texas exemptions require your own qualification, with applications generally made to the county appraisal district. The seller's exemption does not set your future tax bill.
